If it was a nerve agent or Sarin the symptoms would be all the dead people laying around the site. That would happen within minutes of the explosion.

Could the more toxic agents degrade over time and not be as effective as they were when 'fresh'.

depends on how hot the explosion was, burning is the accepted method of disposing of these weapons

It is POSSIBLE that the explosion obliterated most of the agents and left just noxious materials behind
