Airport Arrest Turns Up Nuclear Info Nov 16 9:36 AM US/Eastern

A man was arrested at Detroit Metropolitan Airport after officials say they found him carrying more than $78,000 in cash and a laptop computer containing information about nuclear materials and cyanide. Sisayehiticha Dinssa, an unemployed U.S. citizen, was arrested Tuesday after a dog caught the scent of narcotics on cash he was carrying, according to an affidavit filed in court.

When agents asked him if he had any cash to declare, he said he had $18,000, authorities said. But when agents checked his luggage, they found an additional $59,000. When they scrolled through his laptop, they said they found the mysterious files.

At a court hearing Wednesday, Dinssa was ordered held in custody until at least until Monday at the request of prosecutors.

Assistant U.S. Attorney Leonid Feller argued Dinssa was a potential risk to the community and federal agents want to get a warrant to search his computer more thoroughly, The Detroit News reported Thursday. U.S. Magistrate Donald Scheer approved Feller's request to detain him.

Dinssa, who is from Dallas, arrived in Detroit from Nigeria by way of Amsterdam and was headed for Phoenix, Feller said. He is charged with concealing more than $10,000 in his luggage, which carries a maximum penalty of five years in prison, the Detroit Free Press reported.

A message seeking comment was left Thursday with his lawyer, Leroy Soles.

IIRC, you also have to declare if you are taking more than $10,000 in currency OUT of the country as well.

I believe you are correct, though I've never attempted either. I have had food products (processed foods of no danger to any agriculture) confiscated.

True, but a test of currency found in and around Miami stores a while back found it just about all contaminated with cocaine...........

I think dogs could alert on them. Let's try: you send me 80,000 in Traveler's Checks parcel post (10s and 20s) and I'll try to fly them back to you. If I don't make it, it was the dogs that got the cash. Honest. My uncle was a high ranking official in Elbonia who entrusted me with his considerable treasury. You can trust me!

Because "nuclear information" can mean anything, and it is not illegal to possess knowledge (unless it is specific military classified information).

That is an important point also, but nobody seemed to dispute that charge:) I was replying to a poster's comment about being charged for 'carrying' cash.

Actually, I heard the figure was somewhere around 95% of all paper bills has some kind of trace. Maybe they can adjust the sensitivity knob on the dog's nose?

What's an unemployed Nigerian (one suspects Islamic, but maybe not) doing in Detroit, carrying the scent of narcotics, a huge sum of cash, and a laptop containing information on nukes and poisons?

He said he was just passing through Detroit and thought he'd stop and cast an illegal vote for John Conyers (D) and John Dingell (D).

Nothing unusual about that!

Have you ever travelled Internationally? Try quoting that one to a US customs officer wanting to seach your baggage lol....and then get ready for a cavity search.

On July 10, 2001, a Special Agent (SA) in the FBI's Phoenix Division sent an EC to individuals in the Usama Bin Ladin Unit (UBLU) and the Radical Fundamentalist Unit (RFU) within the Counter terrorism Division at FBI headquarters and to several SAs on an International Terrorism squad in the New York Field Office. In the EC, the SA outlined his concerns that there was a coordinated effort underway by Usama Bin Ladin to send students to the United States for civil aviation related training. He noted that there were an "inordinate number of individuals of investigative interest" attending this type of training in Arizona and speculated that this was part of an effort to establish a cadre of individuals in civil aviation who would be in position to conduct terrorist activity in the future.

In addition, several Bin Ladin operatives had lived and traveled to the Phoenix area in the past, one of whom was Wadih El-Hage, a Bin Ladin lieutenant convicted for his role in the 1998 embassy bombings. He had lived in the Tucson area for several years in the 1980s. The Phoenix SA believes that El-Hage established a Usama Bin Ladin support network in Arizona while he was living there and that this network is still in place.

They can't know. In court they just say that the dog alerted on something, and the court probably will accept that as probable cause.

Once you are in court, you will have a hard time bringing up the dog's training. If it's trained to alert when the handler says a keyword or makes a hand sign, you could get your case thrown out due to lack of probable cause- big maybe, and you won't get the opportunity to even bring that up.

In Federal court, the defense can't bring up anything that the prosecution does not bring up first.

besides, at that point, if you are in court, the cops found something indictable on you and whining about probable cause will merely irritate everyone. This guy had undeclared cash, and that's a problem.
