They were seized by at least 20 gunmen who POSED
as interior ministry police to seal off the street
and gain entry to the higher education ministry.

I picked up two themes in this artice.

The police rescued the teachers, but it was bad
cops who planned the kidnapping. Yes? No?

Well, this doesn't have to mean that all of the abductors were policemen. The 5 arrested Police officers, apparently part of a militia, could have "dressed-up" some fellow militiamen as police for the abduction. There are a lot of possibilities.

The gist seems to be that they turned their backs while the kidnappers took the victims.

The 'kidnappers' were Ministry of Interior police.
