It sounds almost as if Charles Rangel is opposed to the progressive income tax. I'm pretty sure that's not true.

No, no, don't you see ... Rangel is a strict Federalist. To Rangel, what's made in New York stays in New York (if it's money). He believes in redistributing the money of New York's rich to New York's poor (preferably Harlem), not to poor people in some other state.

When it comes to homeland security, however, Charlie has no problem bringing in money from other states to preserve the safety of New Yorkers.

I seem to remember New York getting about $20 billion in standalone funding to compensate for 9/11 and there were quite a few people from the Deep South who went there as firefighters, rescue people and even to clean apartments of dust and debris from the Trade Center. I guess Rangel has forgotten this.
