This is Elder Bushes man. GHWB got him appointed as the dean of Texas A&M...which I found strange at the time. This man has been recommended by GHWB and possibly Baker. This should be interesting. I'm going to trust President Bush.
There is a large article in Texas Monthly this month on this fellow, I believe.
I only skimmed it, but it seemed to be very flattering.
