it's just a very odd coincidence that within one update at the State site, the exact same number of votes' difference, and percentage of votes would flip from Allen's favor to Webb's.
Actually, it really was a coincidence. Fairfax County (outside of DC, the biggest county in the state) had two of their three absentee ballot "precincts" reported to the State Board of Elections at the same time, and they went:
Central Absentee Precinct ( C008) 2433 Allen - 4708 Webb
Central Absentee Precinct ( C010) 2766 Allen - 4157 Webb
That's what shifted Born Idiot from 1800 down to about 1800 up. Most (not all) of the absentee "precincts" left to count are in counties or cities that Webb won by some amount. The key thing now is the military ballots, and I'm not sure how those are handled. But absentees are (supposed to be) lumped in with these counts.
