How long did it take for the police to arrive?

I don't know. Their station is about 2 miles away and they HAVE arrived in this neighborhood in less than a minute, but you have to actually dial THEIR police station number. We are close to the 405 freeway, and I believe dialing "911" gets you the Highway Patrol.
Isn't it sickening that the poor girls were getting busy signals?

typically it's about three minutes here and Bixby has it's own substation.

Police and 911 have no legal requirement to protect us. Its just a "service' like collecting garbage.
I had an assault going on in my neighborhood and when I called the troopers (only ones with jurisdiction) I was told it would be 30 to 45 minutes. I told them the assailant would be shot dead in 3 minutes or less as he was a threat to my family and others. Trooper was at the door in 5 minutes to cuff and drag the already subdued assailant to jail.
He was out the next day.
