Police and 911 have no legal requirement to protect us. Its just a "service' like collecting garbage.
I had an assault going on in my neighborhood and when I called the troopers (only ones with jurisdiction) I was told it would be 30 to 45 minutes. I told them the assailant would be shot dead in 3 minutes or less as he was a threat to my family and others. Trooper was at the door in 5 minutes to cuff and drag the already subdued assailant to jail.
He was out the next day.

If we followed liberal logic (a la Feinstein and Boxer) these girls just need to ask why they were attacked, then make financial ammends to their attackers, since they are under priviledged and a protected minority group.
