Hey, I'm liking this idea. Just think about "tax-payers dollars" for a second. Medical expenses for un-insured un-wed pregnancies, Medical expenses for infant care, Welfare up the kazoo for both mother and child, medical expenses for sexually transmitted diseases that keep on being transmitted, medical expenses for abortions and on and on.

"He says birth control is a smarter way to prevent pregnancies." Ya... that has worked so well.

"This is a clear signal that they're using these resources — taxpayer dollars — to promote an ideological agenda," Wagoner says. "It has nothing to do with public health."

I totally disagree: see above statements on medical expenses.

The headline is totally misleading. People should read the entire article. And as for the character quoted in your excerpt his main objection appears to be toward teaching abstinence:

Critics of the guidelines, such as James Wagoner, president of a group whose top goal is a "society that views sexuality as normal and healthy," say such statistics illustrate that most people in their 20s are already having sex.
