I don't think so, the wording gives the US the diplomatic cover to order North Korean and Iranian ships to "pull over to the side of the road and open the trunk". I suspect we will now do so.
I fully expect some North Koreans on ships to resist.

Hum NK did just that to the United States in 1968 and they still have the ship. Of course we never tried to get it back. There was this POTUS on TV making empty threats to the government NK you see. They haven't taken us serious since. Many persons have forgotten that dark period in our nations foreign policy.
