But doesn't it also say we can't use military force? If so, then how do we stop them?

Hum NK did just that to the United States in 1968 and they still have the ship. Of course we never tried to get it back. There was this POTUS on TV making empty threats to the government NK you see. They haven't taken us serious since. Many persons have forgotten that dark period in our nations foreign policy.
