Smart precaution. Remember how their has been criticism that they didn't react fast enough during 9/11. You have to take that type of precaution.

Why not ? ... I would expect that they would take this precaution, with anything less then a 100% knowledge that this was not some sort of precurser.

With basically NO knowledge so far of what happened, it's a move to be expected.

Good opportunity for NORAD to test reaction times plus there probably is a policy in place to scramble based on certain criteria because not all 'accidents' can be confirmed as accident quickly.
