OK if this isn't terrorist related....and the scrolling byline says it isn't.... ..why fighter planes over major cities?....is that true?....or is it just CNN. Good opportunity for NORAD to test reaction times plus there probably is a policy in place to scramble based on certain criteria because not all 'accidents' can be confirmed as accident quickly.

You scramble jets so if there happens to be another one, you are prepared...it takes at least 20 minutes to scramble, another 10 to get rules of engagement in place...

Yes this was a good opportunity for NORAAD to test everything out. They likely found some wrinkles to fix and no harm done since this was just a single accident.
