I am just making a distinction between an individual with evil intent compared to a person with the backing of a terrorist organization like Al Q.
I don't consider an individual acting alone to be a terrorist, at least in the same sense as a person working for Bin Laden.
That does not mean they aren't evil, but technically they are not terrorists.
