Could be US law enforcement, who have plenty of occasion to do business in those tunnels. And there could also be children who've been brought along by their parents, and can't be held responsible for being "illegal border-crossers".

That depends on which side of the border they are trapped. I think it is up to the Mexican Government to get them out, myself....

I disagree. Our good intentions are whats killing us. Time to get medieval on them. Fill in the tunnel and let everyone know that's what they can expect.
