San Diego Headline News: ...Rescue At The Border SAN DIEGO, CA - (10-10-06 7:26am) Authorities are attempting to extricate five people trapped in a tunnel at the international border Tuesday morning. It is happening near Via De La Amstead and Paseo De Las Americas. The circumstances surrounding the incident are not known at this time. Information will be updated as it becomes available.

I was shocked DC to learn that it wasn't illegal to dig tunnels.
I think legislation just changed that, but with all the tunnels, what would it take for the Congress to take a hint?

It's possible that the people trapped are US officials who were working in the tunnel. I've read that these tunnels are frequently booby-trapped.

Could be US law enforcement, who have plenty of occasion to do business in those tunnels. And there could also be children who've been brought along by their parents, and can't be held responsible for being "illegal border-crossers".
