N. Korea warns sanctions tantamount to declaration of war: Yonhap

SEOUL, Oct. 11
KYODO

A North Korean official warned Wednesday that if the U.N. Security Council decides on full-scale sanctions against the country over its nuclear test, that would be construed as a declaration of war, Yonhap News Agency reported.

''If full sanctions are imposed, we would consider it as a declaration of war,'' the report from Beijing quoted an unidentified North Korean official as saying in the Chinese capital.

Asked what he meant by full sanctions, the official, who stressed he was only giving his personal view, said that would include such measures as a maritime blockade.

''The harder the pressure will be, the higher will be the level of our response'' he warned.

North Korea's second most powerful leader has said that whether further nuclear tests are carried out depends on US policy, Japanese media report. Kim Yong-nam said the decision depended on how the US treated North Korea, Japan's Kyodo news agency said.

He said US policy was also the main factor in determining whether to return to stalled six-party talks.

The comments were the first from a senior North Korean official since the country's claimed nuclear test.
