There are laws, one of which Foley apparently helped author or pass, that criminalize using the internet to "entice" minors into sexual situations. My understanding (I haven't reviewed the statute) is that such situations include "internet sex" and sexually graphic or solicitous conduct. There also is an IM where Foley apparently invites two underage guys to his house for a drinking (and whatever) session.

But to be a minor (for the sex part) would they have to be under the age of consent? Or, is there a different age of consent for this? I'm a little confused.
