There are laws, one of which Foley apparently helped author or pass, that criminalize using the internet to "entice" minors into sexual situations. But were these boys minors in DC, since the age limit is 16 there?

Further complicating the matter: since it's the internet, we don't necessarily know that the victims were even in DC at the time. Which law applies? The locality of the perp (DC), or the locality of the victims?

The boys weren't in DC when they got the messages, as far as I know. They were back at their homes? Anyway, something to look into.
