I find that pretty odd, along with the time questions you raised. Reading through the IMs quickly though, I'm not sure that Foley looked to conceal his identity. And that too is odd given internet opportunities for anonymous cheap thrills.

Whoever had these IMs in '03 was "smart enough" NOT to release them for the '04 election (as Foley wasn't up for reelection *THAT* year), but rather knew to alert the media (just) prior to his '06 reelection (for maximum effect).
