Rove has been effective. Dem's don't have any body who is effective. e.g. Carville and Begala. Since they don't have any effective leaders they have to put their resourcces on taking out the effective GOP leaders. They tried to take out Rove and they took out Delay because they have been effective. They can't rise to an effective level on their own so they try to lower their opponent's effectiveness.
