I think Dog is probably off-base on the idea that he is being traded for a Mexican drug lord, if you read the quotes from Dog's lawyer it's clear he has no evidence for this but is speaking out of frustration.

I'll bet DOJ and the Marshals Service received the extradition request and simply processed it, with no horse-trading involved.
