Pa. Woman Missing 10 Years Sues City

A woman who ran away as a teenager and lived for a decade with a school security guard sued the city and school district Thursday, claiming that they failed to fully investigate her disappearance.
Tanya Nicole Kach, 24, came forward March 21 and told police that she had been living in Thomas Hose's house for 10 years. Kach told police that Hose, 48, kept her in a bedroom in the small, two-story home where he lived with his parents.
The lawsuit, filed in U.S. District Court in Pittsburgh, claims police and city officials involved in the case were incompetent. It also alleges school officials knew or should have known Kach and Hose were having an improper relationship before her disappearance and did nothing to stop it.
"Now she has a completely stilted existence. She suffers from post traumatic stress disorder. She's unable to function in the community," said Lawrence Fisher, Kach's attorney. "We're calling on those institutions that failed her 10 years ago to step up and do something to help her."
Hose has pleaded not guilty to statutory sexual assault, three counts of involuntary deviate sexual intercourse, two counts of indecent assault and other charges. He is living under house arrest and is unemployed, his attorney said.

Why are all of you posters being so mean to this woman. She was abducted at 14 by a much older adult male security guard and then kept a sex slave prisoner. At 14 you can't give consent. I do believe she was a victim. Her life is ruined. She wasn't a whore at 14, what she is now is what this guy made her. This is eerily similar to the one in Australia where a girl was abducted and kept prisoner. So the article says she ran away, that is what cops put down in New Jersey on a missing teen, they never assume it is an abduction.

I have fantasies of using a laser or something to make the Squirrel Hill tunnel as wide as the Mississippi. They would probably STILL slow down going through it.

I have fantasies of using a laser or something to make the Squirrel Hill tunnel as wide as the Mississippi. They would probably STILL slow down going through it. Don't worry. In another 40 or 50 years they'll have the bypass built around it.

You're right on this. A woman is kept in a bedroom for 10 years, and all anyone is interested in is her hair and her name. Not that fact she is actually a tragic victim here, and not the legal issue about whether she has a legitimate case against the city. Personally, I don't think she does, her case is against the man who held her captive. She may have a case against the school district who employed the man who abducted her. But not against the city.

I'm not going to jump on that, either. I think liability for being able to guess and predict behavior like that needs to be REALLY strictly limited. Hindsight is 20/20. Real time isn't.

IIRC, the other person involved had the charges dropped against him because he did pay for the new microwave. It's been a lighter news week in the 'burgh this week compared to last week.

The city and school district have deeper pockets than a janitor still living with his mom and dad. Although, I do think he had his own residence when this was occurring and now lives with his folks as part of his bail arrangement until trial. I am fuzzy on the details though, so not quite sure.
I do feel sorry for the girl, however I feel great contempt for her lawyer. Unless this guy was hiding a rap sheet from the district, the school really doesn't know what employees do at home until after they get into trouble.

The city and school district have deeper pockets than a janitor still living with his mom and dad. I know that. That may make them a lucrative target in this sue-happy lottery by judicial system culture we have, but it doesn't make them actually a ~fair~ or target that has reasonable culpability.

You and I agree that they aren't culpable, unless this guy had something on his background check they didn't find or pay attention to (if they were even done when he was hired). Schools are usually the last to know what their employees are up to off the clock. This lawyer bringing the suit is why so many people hate lawyers, imo.
