Dear Mr. Rove:

Welcome to Kalispell. Thank you for your efforts on behalf of Senator Burns and the citizens of Montana. Congratulations on achieving your highly valuable and trusted position in the White House.

I applaud the President for standing up on Friday, demanding clarity from the Congress on their commitment to the War on Terror. There comes a time when playing at politics is not sufficient for the country’s needs.

In that light, I humbly request that you bring this matter to the attention of the President. From 1962 to 1974 there existed a program of Bio-Chemical Weapons development experiments involving over 10,000 U.S. Servicemen called Project 112/SHAD. Many of us have since passed away or contracted diseases of “unknown origin”. My own infant daughter lived only to the age of six days, due to genetic malfunctions I passed on to her in 1980.

I entered the U.S. Navy in 1967 in perfect health. Yet, within 10 months of leaving the USS Granville S. Hall [YAG-40] and Project SHAD, I was discharged for “physical disabilities”. To this day, the Department of Veterans Affairs contends that I must somehow prove my illnesses are “service connected”. This is virtually impossible in that the Department of Defense refuses to release the necessary data in the form of COMPLETE Service Medical Records and Service Personnel Records. The debilitating illnesses are quite enough without the added insult of this ongoing cover up by the VA and DoD.

I cannot begin to express the level of disappointment, outrage, and frustration waiting over 35 years for a simple straight answer can generate. To the best of my knowledge, there have been over 565 VA Disability Claims initiated by Project 112/SHAD Veterans. Only 28 such Veterans have received any kind of “approval” by the VA on a cross section of 39 ailments, according to a recent FOIA request I submitted through Congressman Denny Rehberg, MT. I began my first VA disability file in 1971. It was not until early this year that it was PARTIALLY adjudicated for the PTSD component. The remaining 28 physical items are “under consideration” at the Board of Veterans Appeals remand center in Washington, D.C.

The VA has contacted and notified barely half of the participants. The actions of the DoD and VA have not been sufficient, equitable, or even realistic in our regard. Please direct the attention of the pertinent parties to rectifying this circumstance.

The hard working staff members of both Senator Conrad Burns and Representative Denny Rehberg have been of incalculable assistance in seeing that these matters become de-classified and dealt with. I literally would not be alive to attend today if it were not for their diligent efforts.

There are most likely more pressing issues on your plate today and tomorrow and the next. I simply wish for you to realize that it was the lives of these men of whom I speak that were sacrificed to create some of the WMD’s that our Armed Forces are searching worldwide for in order to retrieve them from the hands of madmen. That is a sufficient burden for us to bear. All I ask in return is that our government stop spitting in our faces and treading on our souls as we reach out for assistance.
