keep in mind GWBush continued the employment of many clintonistas simply because of his late start due to algore's hissy fit.

One of Clinton's last acts was to make most of his political appointees civil servants.

Bush simply could not get rid of them; Ashcroft even went to Congress to ASK if he could move them laterally and they said no.

I just don't understand that.

If clinton had the power to make his political appointee's civil servants, why can't President Bush reverse that order. I don't see where he would have to have permission from congress to do it. clinton did it as a last minute thing, so he wouldn't have had time to get it through congress.
