For us Here in U.S. that puppy advertizes Charmin toilet paper...I think that's the brand name.
Replaced our Mr. Whipple character.
Maybe is it the same make I remember Charmin in Britain but they used to sell this as well as Andrex but I am not certain if they do now but Andrex has been around with the puppy for over 30 years.
I have cuddly Andrex puppy on my bookcase they often do promotions where you can buy them.
Oops! make that Cottenelle t p is the dog. Charmin is a cartoon bear (that replaced Mr. Whipple.)
