"How long before terrorist have bombs surgically implanted in their body? How would we detect that?"
Perhaps by running everyone through a bomb-proof device that contains a multitude of electronic signaling devices that are capable of detonating anything that may be in, on, or about each person?
Of course, we'd need several of these at every airport so that one could be cleaned out after an "event" while everyone (else) is diverted through a different one.

[One could eliminate people with surgically implanted bombs] Perhaps by running everyone through a bomb-proof device that contains a multitude of electronic signaling devices that are capable of detonating anything that may be in, on, or about each person? So much for all the pacemaker users out there; kiss 'em goodbye. I think your proposed method would snuff the pacemakers.
