The damage is already done. When a lawyer intentionally throws out bogus statements to taint perception to a jury and the judge orders those statements be disregarded, the jury still remembers what was said.
Modern warfare has as part of its battle space the element of "Information Operations". Vietnam was a war won in all military campaigns but lost to public opinion and eventual political pressure. Ever since then war has ALWAYS included this aspect. During the Balkan campaign the Serbs actually created false look-alike NATO web pages and spread misinformation about the campaign. Iraq, Iran, the fighting in Lebanon........ the battle over public opinion polls has ever since Vietnam been a component.
In this aspect the enemy often has the advantage!
A public official making knowingly false comments in most Western nations can be held accountable. How about the Iraqi information minister, or those in Lebanon throwing bodies in front of a camera that were recently dug up and claiming the Israelis did that?
Our own media looks for conflict, is distrustful of the government, tainted liberal, and generally sympathizes with certain ways of thinking.
The underdog always gets the sympathy vote by the masses.
Our media is largely private- Iran, Iraq under Saddam, China
is state run. Their media is an unofficial sounding board for their politburo.
On the internet, someone with a little skill can make anything look official and credible. Some of the new means of communication and information are very easy to manipulate.
Public attention is very short and often even if wrong information is put out the correction hardly gets correction.
Our media is scandal seeking and largely inept. Conflict sells and there are no enforceable standards of conduct, ethics, or anything else. The media is the wild west.
A government bureaucracy, that is forbidden to conduct Psyop on its own people or other NATO members, is slow to react, limited in what they can do, and is forbidden to conduct any black Psyop has an inherent disadvantage in this game. Occasionally our own media will pick up on the games as with the Iraqi information minister where it was so ridiculous that he became a comedy icon. But generally speaking, the enemy has the upper hand in this game of perception management. If they dont like it, they just jam it or block it as in Cuba or Iran. On the other hand, you have communist state run Chinese media outlets running TV channels in the US that always present their national governments policies in a favorable light.
No doubt the battle of perceptions was won by Hezbollah. Israel degraded Hezbollah, killed several high level leaders, rendered their rocket attacks near ineffective, took the control of the space they wanted to, could move where and when they desired in previously Hezbollah controlled space Yet what is the perception? In this case the damage is done. The Israelis are the bad guys even though they were attacked. Hezbollah won even though Israel stomped all over them.
