the magnitude of explosion is equivalent to that of setting off two metric tons of TNT, such explosions have been frequently detected near Pan-kyo recently.

That is a lot of bang. Too large for construction purposes, such as underground work - significantly weakens the bedrock. I wonder what 'demolition' projects they could be refering to? Even the open pit copper mine in my home town doesn't trigger a 2.3 when blasting.
