The question is what he was screaming and there is no way that either bigotry or obscenities would be considered special incidental circumstances to the arrest.
If this report is not true then you will hear of a defamation suit in the very near future.
How sure are you that racial or sexual comments wouldn't be considered obstructing arrest or creating a disturbance? Especially when they are reported in the article as being directed towards the cops.
