He failed to anticipate the absolute, total ineptness of the authorities in Louisiana and in New Orleans more specifically. The plans that had worked after other storms depended on at least a modicum of local/state ability to perform their constitutional duties. There is simply no way to hide the disaster that was the local/state response to the storm and its aftermath, and in true Democratic Party form they fell back on their time-proven plan of "the best defense is a strong offense" and the rest is history. Granted, the feds could have done better, but the primary responsibility for the post-Katrina disaster rests with the governments of Louisiana and New Orleans.

It never ceases to amaze me that the Dim-o-crats retell facts into what they WANT them to be, until they become total fairy tales. ESPECIALLY when they pertain to President Bush.
