I am in central and NBC has local news.Perhaps local stations have the right to decide when they air these programs????

Perhaps local stations have the right to decide when they air these programs???? That is correct. They have to air them before 12:00 noon local time (for ABC/CBS/NBC) but beyond that they have authority to air them at their schedule.
