1. Lots of people in the U.S. speak spanish - bilingual people, 2nd or 3rd generation legal immigrants, tourists and business people from Spanish speaking countries. We learned in marketing class that ethnic minorites respond to ads that reference their culture.

2. Are you suggesting that Restaurants are responsible for the residency status of their customers? Before you can do that congress would have to pass a law.

3. Advertising to a language that 10% of the people in the country makes sense on a limited bases - its like adds targeted at blacks or gays -smart business. Heck, add those three minorities together and you've got 30% of the population.
