This was talked about here in California too....I don't see it happening.
States are losing money because of more efficient cars...well you can't have it both ways.

Another manifestation of liberalism as an untenable political philosophy. You can't be for Big Labor and Big Environment, for example. One wants to pave over the land, the other wants it left unpaved, but both adhere to liberalism in its worldview.
The same idiots screaming for a smaller carbon footprint are the same idiots now taxing those gained efficiencies out of existence.
Despite that, they are moving forward. Only a big government would do this. A business could never afford to. GPS on every car - no politician in their right mind would get behind such a thing - even in a blue state.

That is just what I said about our sales tax increase.
I was wrong.
The Democrats (Fran Pavley), friends of the poor, floated the idea. Never believe they don't want to pass such a measure. If we get a dem governor--which seems likely--they will. Naturally, Pablo the gardner, with clients all over town, will be hurt the worst, while rich folks in their Hummers won't even notice. Funny how that works out, eh?

Sure you can. If they need more money to maintain the roads, all they have to do is to increase the gas tax. This is simply a control all aspects of the populace, mandatory tracking in every vehicle power grab. It has nothing to do with simply raising revenue for the roads.
