Leaders from 11 insurgent groups have asked the Iraqi government for weapons to counterattack foreign al-Qaida fighters, USA Today reported Wednesday.
"They want to take part in the war against terrorists," said Haider al-Ibadi, a Shiite lawmaker and member of Prime Minister Nouri al-Maliki's Dawa Party "They claim they could wipe out the terrorists and work with the government."

The obvious question is why dont they just join the iraqi army?
Wow, interesting, hoepful, crazy, mind-bobbling. Why is it that this war has the flavor of "Lawrence of Arabia?" The *audacity*! Still, the very public nature of the split and the PR implications are awesome. Iraqis want to be the ones to say "see, WE kicked the terrorists out!"
Forget the arms ... give 'em cell phones and tell 'em to call in the *professionals*, ie the Iraqi Army.
Any plan to let insurgents stay armed, no matter what, is a recipe for solving one problem (foreign terrorists) while keeping another problem going (militias).
Make them scouts for the Iraqi army, but don't arm them.
