I'd bet money these are legally prescribed drugs, but not in the pharmacey labeld bottles.
People do it all the time on short trips. Why bring a 3 month supply and risk losing it, when you can bring just what you need. But then, if it's not in the properly labeled bottle, the morons at the frisk and detain for embarrassment booth will get you.

When I know I'm clearing customs, I not only use the original bottle, but bring along an original prescription, both for customs here AND abroad, but also in case I need to obtain some out of country for some reason.
