Again, it makes sense. Were I Mladic, I would want to save my army needless casualties and supplies by telling the UN we would wait for them to evacuate before taking the town.

If they didn't take the deal, i'd be no worse off than when I started and if they did take the deal I'd gain a prize piece of territory without losing any soldiers or materiel.
