It's a DC grand jury. DC went 90% (give or take five percent) 'Rat in the presidential election of 2004.

I notice the story at Drudge said a "grand jury declined to indict". Since McKinney is black and much of DC is black,I wonder if a black majority grand jury did not want to indict a black woman. Particularly a well known black woman.
