Let me let you in on the big secret. Here we go:

There are meetings going on because the US doesn't want to deal with the terrorism consequences of lax Canadian and Mexican border security and to make trade agreements so we can get some of that sweet sweet Albertan crude. So they are having lobster dinners and listening to boring speeches so that they can get some of these things in place.

No grand conspiracy, no mega-state. But the Patsies can't scare people with NAFTA anymore, so it has to be bigger.
