Gawd, ever hear of turnstiles? You can create ways past of the wall to the other side.
I haven't seen the design of a fence that allows people to go one way, but not the other. The fence the minutemen are putting up now won't let people go either way.
Maybe we need one of those "trout steps" like they use on dams, so the mexicans can hop back over the border.
