My problem with it is the fact that the rain fell on several occasions in the same general area. Considering the fact that the earth is rotating and moving through space, it's pretty unlikely that the stuff from space would keep falling in the same spot.

Nope: as another poster reminds us, the theory was first proposed by Svante Arrhenius in 1903. It was the basis of a couple of classic 1930's science fiction stories by P Schuyler Miller.
