Why does it take 20 billion dollars to 'restore' lower Manhatan?
I thought the WTC was insured for somewhere in the vicinity of 5 billion.
Where did the other 15 billion go? For that amount of money you could come close to recreating almost the entire Las Vegas strip.

Right now Congress had not yet passed the supplemental appropriation for the WoT. The Army, and I suspect the other services, are starting to have to cut back on temporary employees, non deployment related training, non essential(to deployments) travel, ordering spares for systems not about to be deployed, and so forth.
