Why does it take 20 billion dollars to 'restore' lower Manhatan?
I thought the WTC was insured for somewhere in the vicinity of 5 billion.
Where did the other 15 billion go? For that amount of money you could come close to recreating almost the entire Las Vegas strip.

the money used to rebuild the new structures at the WTC - is insurance money via Silverstein, money from the port authority, etc.
