Funny, the twins were 13 when he first became governor. I don't know many teens who want someone looking after them. So, that would conclude she was already in his employ before he went to Austin.

Not necessarily she could well have had the job of ensuring they had something to eat when getting in from school.
If she drives she may well have collected them from school.
Most parents I know like to know someone is looking out for their teenage children even more so if you are wealthy and or in a promient position. Kidnapping etc.

Her job isn't 'nanny'. She was highered as staff at the governor's mansion.
Besides, teens wouldn't be doing a lot of what they are doing if they were watched a bit more closely.
