If Bush comes out with a plan to place the national guard at the border, and explains that he has not changed his mind about "guest workers" but accepts that people want to see control of the border first AND if he then follows through in a visible and real way, then you will see a surge in popularity, and the GOP might actually gain seats in November.
It would sure be a big turnaround for him, though. I'll be watching with bated breath.
