It sounds to me like something Kennedy snuck in and the lazy Republicans in the Senate weren't aware of the implications until Sessions brought it up. The figures were covered on Fox tonight, so I imagine they are now all aware. Senators are notorious for not paying attention to stuff like actual numbers.
