Reagan granted blanket amnesty. You can try to restate history, but that's what he did.

n. a blanket abolition of an offense by the government, with the legal result that those charged or convicted have the charge or conviction wiped out. Examples: a) the amnesty given to Confederate officials and soldiers after the Civil War, or b) President Jimmy Carter's granting amnesty (under certain conditions) to those who violated the Selective Service Act in evading the draft during the Vietnam War. The basis for amnesty is generally because the war or other conditions that made the acts criminal no longer exist or have faded in importance. Amnesty is not a pardon as some believe, since a pardon implies forgiveness, and amnesty indicates a reason to overlook or forget the offenses.
I'm not sure how the term amnesty even got into this debate in the first place. Considering almost all proposals on the table have some sort of punishment, including everything the President has discussed, accusations of amnesty isn't the correct term. One side could technically accuse this of being a 'pardon' program as their crime is forgiven, but by legal definition, not amnesty.

The average annual worksite arrests under Clinton was 9,329 arrests. The average annual worksite arrests under President Bush is 456. This is a 95 percent reduction in average annual worksite arrests under President Bush.
The average annual notices of intent to fine employers of illegal aliens under Clinton was 865. The average under President Bush is 79.5. This is a 90 percent reduction in average annual notices of intent to fine employers of illegal aliens.
And then there is 2004 where, under President Bush, only 3 notices of intent to fine employers of illegal aliens were done. 3!! But that was President Bush's worst year. Let's compare best years then.
Under Clinton his best year for Worksite Arrests was 1997 with 17,554 reported. President Bush's best year was 2001 with 735 worksite arrests reported. This is a 99.7 percent reduction in worksite arrests under President Bush when comparing best years.

First, I am not necessarily in favor of the program, but the guest worker program is designed for folks to come across from Mexico legally. How could he offer amnesty to folks who are already in the country LEGALLY?
Second, we may have control of the WH and the House, but we are definitely not in control of the Senate. In order to vote on any proposal in the Senate one has to invoke cloture. That requires 60 votes. Lacking 60 votes, Republicans have to work to some extent with the Dems.
Third, do you seriously believe that the POTUS wants to encourage illegal immigration? It may be fine to criticize the POTUS but at least do so with some degree of credulity.
Okay. So we've had exactly ONE president in our lifetimes that has dealt with the illegal immigration problem the way you all seem to want it dealt with.
That's not much of a record.

The reason amnesty got into this debate is because so many freepers insist that is what the president's program is. They are mistaken, of course. BUt it doesn't stop them.
Now they are even re-writing history and saying that Reagan didn't sign a blanket amnesty bill.
I am hoping the President outlines concrete plans to stop this insanity, NOW.
No more anchor babies, no more free healthcare, English only schools. Troops on the border.
My activism---every time I get a call from any Republican committee, state, national, whatever, asking for donations--I tell the caller politely, yet firmly: "The Republican Party will receive absolutely zero out of my paycheck until the current immigration laws are enforced, and the border sealed".
I am so sick of this, and tired of the pandering in order to get the Hispanic vote.
That is not a plus, it is a negaitive. It shows the volume that must be pouring through our borders. We have no idea how many are getting through with estimates ranging from 500,000 or more per year. That doesn't include the estimated 750,000 children born each year to immigrants, illegal and legal.
No, in fact, the President's proposal is a carbon copy of the Kennedy legislation. It is amnesty no matter what color you want to paint it.
I've seen those stats and that is deplorable. I don't know what the answer is or how the administration would defend themselves on that one.
And I think it's important that we start going after employers again. However, it may be that the arrests that were made took so much time by law enforcement, for relatively little effect, because the employers and illegals are using phony documentation. That takes a while for agents to track down that documentation.
I'm speculating, but I'll bet I'm not far wrong and that's why the president's proposal includes a crack-down on the mills that crank out this phony documentation.
Precisely, which is why it is such a problem of crisis proportions now.

To wit, Bush has been charged with illegal SPYING on (1) the original wiretaps, and (2) yesterday's phone database story. He asserts (and I fully agree) that his Constitutional duties to first & foremost protect the republic TRUMP whatever topical laws/procedures may be in place.
Since he's absolutely willing to go to the mat over national security in the WoT, why isn't he willing to engage in even the slightest push regarding our southern invasion? Hint: it's because he doesn't WANT to.
This whole problem could be cleared up today with a few choice EOs & directives so that he could announce the new programs Monday night. But we won't see that, now will we?
