Best not to acknowledge. If your coworker is the "letigious-type", she could be spoiling for a harrassment suit.
Best to maintain composure, and enjoy the view. (the tattoo would be a definite turnOFF for me)
A person like that (assuming the behavior is intentional) will be their own undoing.

Keep your mouth shut, don't say anything, and if anyone asks, tell them you missed the entire show because your mind was soley focused on the details of the document.
It's BS, and you and I both know it, but that's the way it has to be.
IMHO, she knew exactly what she was showing off. Women do not wear things that expose things if they do not want to have them exposed.
Chances are, while your eyes were bugging three inches out of your skull, her eyes were on your eyes and she was getting off on your reaction.

A couple of years ago a frined and I were in folding chairs at the local, week long 4th of July celebration. He's a little older than me, and was around 58 at the time. We're sitting there and watching the never ending parade of skimpy clad gals. Most were in their late teens, early twenties.
So he's oogling them and drooling. I told him you better be careful, you might get sued. He responded telling me that if the gals are that stupid to dress provocatively, he's at an age where he's gonn stare and have no shame or regrets.
As I'm now in the late 50's I share his outlook.
