All in all, this looks like the most likely reason for the letter.

It would be useful to know if Ahmadinejad has obtained a ruling from the ayatollahs that this letter constitutes sufficient warning within the meaning of the koran.

I would be surprised if he sent the letter without getting such a ruling in advance.
