The walls were WITHIN agencies. FBI investigations could not share info with FBI counterterrorism. THat is why no one inside the FBI would give permission to look at Moussaoui's laptop in August 2001.

I was under the impression that the different agencies had a wall...and couldn't share...

I am really screwed up then...all this time I thought it was something it wasn't...

The wall was between intelligence and law enforcement. The FBI had both, if I remember right, and could not share information. But, the wall included ANY intelligence and law enforcement, which included the Justice Department for prosecution as well as CIA, FBI and NSA.

Maybe I'm wrong too, but these articles conform to my initial understanding of what happened prior to 9/11.
