I'm still confused as to where the CG fits after the DHS shuffle of agencies. I know it falls under DHS, but is it completely out from under DOD? It's still part of the DOD web site structure.
I understand the hesitation about DOD getting involved in border security, but I think that's the mindset we need to bring to this particular question. The Coast Guard, whichever administrative structure it falls under, offers the best compromise on that question as well as the institutional abilities to carry out the various missions. The Coast Guard already guards our nations "border sovereignty" by guarding our sea lanes. Maintaining the integrity of the borders requires some different skills and lots of additional and different equipment, but it's the same mission. In addtion the CG has a great tradition of responding to natural and man made disasters. Finally they are not covered by Posse Comitatus and have police powers, unique in the US Armed Forces.
I'd model new CG units on Marine Expeditionary Units and base them at strategic points along our southern border. Add in the ability to move such units from their bases to anywhere in the continental US to respond to disasters and you have a interesting force structure. I'd start by stealing an MEU or two on rotation out of Iraq. Move them to the new bases and have them start setting up camp as traditional MEUs. Give them the mission of border control under emergency conditions. Call for volunteers from each MEU to form the core of a new cadre. Keep them and transfer out the rest of the MEU as you get in new CG recruits to fill billets.

Did you have a reading problem? I never even intimated such a thing. I just said given all the changes in the economy (increase in mergers/acquisitions, increase in computerization, etc) many Americans have less job security than they did in the past. I make no value judgement about this. I just stated a fact that bears on why people rate the economy the way they do in various polls.
If people didn't abuse their health insurance the rates would come down.
Oh really. I think you will find that most of the cost is driven by increased technology and defensive medicine. Given the availabilities of MRIs, etc. there are few doctors that wont order an MRI to cover themselves in the remote chance that their original diagnosis based on less expensive consulatation and lab tests is not accurate. Perhaps some of it is caused by uninsured care. But to say it's the result of individual consumers going to the doctor too much because its free is ridiculous.
If some employees spent more time on their job rather than on the internet maybe they would earn more compensation.
Oh yeah, I'm sure the people who are the ones having a difficult time keeping up with inflation are the ones that have a nice little office equipped with PC and internet connection. What kind of crazy world do you live in? It's not the real one.

Some tort reform was passed. It prevented attornies filing class action suits from court shopping. These cases now go to federal court.

samantha, the more I listened to the wild speculation and insane ranting (especially that of Bill Kristol, who is convinced that the President, the most loyal person in the world, caved to forces that were angry with Goss for getting rid of the trash and abandoned him so that now no conservatives will feel safe implementing his policies, bwhahahah, what nonsense), the more I think you may be on the money here.

I often imply intellectual certainty in my posts. Don't be fooled. My old tag line was:
"Often wrong, but never in doubt."
You know...part of the reason we didn't have any actionable intelligence before 9/11 was the "wall" between the different agencies, like the CIA and FBI...
I think that the wall and other policies, especially in the Clinton Administration had created such a friction between the different agencies...that when the 9/11 Commission and Congress steps in to create this NEW all encompassing agency...
that pretty much dilutes certain power from some agencies, while giving more to others...etc., has probably caused a LOT more harm, at least in this short term, while we are war, than it has helped.
I think it would have been so much better to just "tear down that wall"..have all of the agencies start sharing information, have them all report directely to President Bush, daily...
Then, after more time, and perhaps more of the "bad guys" were caught..THEN, they could think about how best to set up all the agencies for the BEST intelligence...not, to stroke the most egos..
